Causes of Delays In Government Construction Projects and Solutions

Currently, construction of one Government office has been delayed in many projects causing damages to the budget disbursement and unable to utilize the buildings as planned. For these reasons, an objective of this study is to find out the cause of the delays. Data was collected by holding an interview with two groups who are owners and contractors. 10 construction projects of this Government office are studied. Study results found that delay caused by owner or government side are handovers of working areas to the contractor and change orders initiated by employer. Caused of delay by contractor found is mainly on financial illiquidity. Furthermore, concurrent delay, which is a delay that not initiated by both parties, found in this study are inoperable due to the heavy rain and a discovered of ancient artifacts in construction area which is required for inspection by third party. In conclusion, 35 delays are found in this study which can be divided into 27 Excusable Delay delays accounted for 77 percent and 8 Non-Excusable delays representing 23 percent.
