Causes of Delay in the Construction of Underground Conduit of Electrical Substations in Bangkok

Abstract

Underground conduit projects were expanded by Metropolitan Electricity Authority in order to improve city views and reduce the wire tearing problem caused by tree branches and to ameliorate the ability to supply electricity in the future. Due to the delay in most underground conduit construction project, this study aimed to investigate causes that brought delays in the underground conduit construction. Data was collected by interviewing person in charges who were owner, main contractors, sub-contractors, and designers. People from three projects, which are Klong-Rungsit High Voltage Electricity Substation, Klong-Dan High Voltage Electricity Substation, and Nimitmai Electrical Substation, were interviewed. The findings demonstrated that the factors impacted the delay in underground conduit construction are environmental and physical 27%, method procedure and design 20%, man staff 18%, financial 14%, material equipment 12%, and mechanic 9%. Moreover, the building permits which were not approved by the person in charges in the areas is the main causes of delay.
