Abstract

Laws relating to the public utility system for housing development in Thailand have been mainly stipulated in the Land Development Act B.E. 2543 (2000). In addition, some other laws also involve the public utility systems including 35 announcements and regulations of the Central Land Development Board, 181 regulations issued by the Provincial Land Development Board of all 77 provinces, as well as many other relevant laws and standards. Those laws altogether are somewhat different and complicated to understand and apply. The purpose of this research is to collect and identify the differences in the laws, requirements, and standards. Some remarks related to the regulations are also pointed out. The authors classified the utility systems for housing development into 2 categories. Within those 2 categories, the laws were further divided into 19 items. Twelve items out of the 19 lists were basic utilities defined in the Land Development Act and the related laws. The other 7 items were recommended by an EIT sub-committee for the purpose of safety and ease of use. The authors indicated the differences among those laws in both tabular forms and descriptive formats for each item of the public utilities.
