Abstract

This study investigated the factors contributing to construction project abandonment at Thepsatri Rajabhat University during the COVID-19 pandemic. The aim was to identify key drivers, propose mitigation strategies, and recommend measures for future government construction project management. A literature review informed in-depth interviews with nine project personnel from three affected projects, focusing on project management factors. Financial illiquidity was the primary cause of abandonment, followed by COVID-19-related personnel shortages and external disruptions to material production and transport. Mitigation strategies include financial assistance (loans, extensions, waivers) and personnel support measures (social distancing, "Bubble and Seal"). These strategies align with existing government measures, demonstrating their effectiveness and applicability to future government construction projects, particularly during similar pandemics.
